Hello,
I am writing from Uganda. I am greatly encouraged by what I have read about your Municipality. I am trying to help my local goevernment come up with a strategic plan. I think it would be great if they had someone to share ideas with us. I am therefore wondering whether you can consider being ou Pen Pal. My sub-county is rural, poor and most leaders are not well educated. I am educated but I do not have experience working with a local government. Would you consider being our friend and we learn from through exchange of communicaiton?
