Tubigon strengthens peace and order By Reyna Omictin Tanods of the 34 Barangays convened for the “Barangay Tanod Skills Enhancement Training” by the strengthened effort of the Local Government Unit of Tubigon (LGU), the Association of Barangay Captains (ABC) and the Department of the Interior and Local Government (DILG) last August 6 at the Holy Cross Academy Audiovisual Hall. In line with the efforts of the LGU in their drive against criminality, the ABC spearheaded training for the Barangay Tanods in order to enhance their skills in combating “bad elements of society”. “We want our achieve peace and order in every barangay that is why we work hard in brainstorming for activities that will address the problem of criminality, and so we came up with this,” ABC President Anecita Middlemist said in an interview. The training involved Rescue Operations Training, Self-defense, and Life Saving Techniques conducted by PNP-Tubigon, and Bureau of Fire Protection. “This activity is essential to crime prevention in barangays,” MLGOO Jogepons Ruloma stressed out. “Our goal is to assure every family that there is a strengthened force ready to protect them in times of trouble, and as members of the Barangay Peace and Action Team, it is our duty to act for the protection of lives in every barangay,” Ruloma added. DSWD introduces Pantawid Program to Tubigon By Reyna Omictin The Philippine Conditional Cash Transfer Program simplified as the “Pantawid Pamilyang Pilipino Program” of the Department of Social Welfare and Development (DSWD) has been recently introduced to Tubigon town in an orientation activity last September 7. “Pantawid Pamilya aims to break the intergenerational poverty cycle that our poor brothers have been experiencing through investment in human capital,” says Program’s Municipal Link Fransisco Patulilic. The project also aims to give “hope” to individuals below poverty line “that there is still a better future waiting for them,” he added. The targeting system of the program by the identification of the “poorest households in the municipalities” selected through the National Household Targeting System for Poverty Reduction (NHTS-PR) implemented by the DSWD using the Proxy Means Test. “This test determines the socio-economic category of the families by looking at certain proxy variables such as ownership of assets, type of housing, education of the household head, livelihood of the family and access to water and sanitation facilities,” according to a statement in the program’s webpage. Beneficiary families were using a systematic 8-step cycle formulated by t 1) selection of target areas, 2) supply side assessment, 3) selection of household beneficiaries, 4) registration and validation of beneficiaries, 5) Family Registry preparation, 6) initial payment, 7) verification of compliance and 8) 2nd and succeeding release of cash grants. Patulilic informed the participants composed of Barangay Captains and Municipal Health Workers, that the municipality will be undergoing step 6 out of the 8 with an onsite validation from September 10-14 in their respective barangays.
