  DILG, NAPC introduces Bottom Up to Tubigon by Reyna Omictin A Bottom-Up Budgeting (BuB) Orientation was introduced by the National Anti-Poverty Commission (NAPC) to the Local Government Unit of Tubigon last January 8. Members of the Municipal Development Council and Civil Society Organizations’ representatives were convened for an Empowerment of the Poor Program Budgeting Workshop, and the formation of the Local Poverty Reduction Action Team (LPRAT). Under a memorandum signed between the DILG, DSWD, DBM and NAPC, an orientation for the guidelines and procedures for the 2014 Budgeting must be accomplished in every focus cities that are part of the BuB. “For 2014, the bottom-up budgeting process will involve 1,233 focus cities. Aside from the original 609, the scheme will now also include cities and municipalities with a poverty incidence of at least 20% based on census data, LGUs located in barangays exposed to high geohazard risks and high economic potential areas with large populations of the poor. Tubigon is one of the 1,233 focus municipalities in the country to be included in the Bottom-Up Budgeting for the year 2014, wherein P15 Million pesos will be granted to the municipality for projects that will diminish poverty incidence such as on the health, education, sanitation, agriculture and environmental aspects. NGCP seals deal with Tubigon LGU By Reyna Omictin The National Grip Corporation (NGCP) heads visited Tubigon town last November 28 for the Joint MOA signing for the construction of potable water supply between the LGU.  Spearheaded by Mr. Nelson F. Cabangon, NGP Corporate Affairs Department Head, the team of 6 members arrived to the municipality to seal the deal with Tubigon’s Chief Executive Engr. William R. Jao and Vice Mayor Engr. Virgilio C. Fortich. After the successful turn-over of the 10M-worth waterworks project in the municipality, the construction of another Potable Water Supply Level II System is being implemented to improve the access to potable water in the upland barangays of Bunacan, Cawayanan, Buenos Aires and Libertad. Targeted beneficiaries of the project are estimated to reach 114 households with about 570 population. The estimated cost of the project is roughly P500, 000.00 where both parties agreed to 50% counterpart, P250, 000.00 from the LGU and the same amount from NGP. The P250, 000.00 grant from the NGCP, is “in consideration of the [LGU’s] valuable support…and willingness to help protect [NGP’s] transmission facilities from any unlawful prepetrators,” as stated in the MOA. This grant, according to Fortich, will be used to fund additional waterworks project in the municipality, especially in the beneficiary barangays. In the SB Resolution No. 184 of 2012, the LGU requested the NGP for the said amount as counterpart funds for the construction of waterworks project covering the four hinterland barangays.
