COA Conducted Barangay Exit Conference

Twenty two out of thirty four barangays of Tubigon were issued demand letters by the Commission on Audit Bohol Field Office for non-compliant of documentary requirements in the issuance of Punong Barangay Certification for barangay check disbursements.  The barangay captains and treasurers were gathered in one forum at the New Administrative building lobby in the morning of July 27, 2016 to conduct the exit conference. State Auditors Remedios Manlupig and Glenda Cenita explained the procurement process, leave cards, monetization, vouchers disbursements, liquidation and its attachments.  Before the release of any financial assistance to the barangays, they have to secure first a clearance from the Office of the Municipal Accountant.  The exit conference usually conducted to those under audit but all were invited so that the information will be properly disseminated.  As auditors, it is their responsibility to investigate how the money being spent.  Barangays under audit shall submit the vouchers with complete attachments not later than the 10th day of the following month.  They are given 15 days to comply the deficiencies.  Failure to comply the 15 day period, COA will issue certificate of deferment.  Once the certificate was being issued, the bank will withhold the encashment of all checks issuance.
